Here's how the oil business interprets weather forecasts:

Stormy - Rigs & refineries might have to be evacuated, so we should raise prices.
Windy - Tanker trucks might tip over, so we should raise prices.
Rainy - Refineries might get flooded, so we should raise prices.
Snowy - Employees might not be able to get to work, so we should raise prices.
Sunny - With this great weather, lots of people are going to be out driving, so we should raise prices.
