Are they going to finish the State Street construction that has been ongoing since November 2006 first?

I sure hope the changes will include some better semaphore engineering. Right now there are many interections that are ridiculously biased in the E-W direction rather than N-S. This causes 1300 E., among others like Highland Dr., become horribly backed up during rush hour and the heavier N-S traffic needlessly interrupted on the off hours.
Newcastle and Highland Dr. is paricularly noteworthy for its absurd bias in the E-W direction when the vast preponderance of traffic is ALWAYS N-S.
Swinging the bias just 10-15 seconds toward the N-S direction on these major streets would do wonders.

Great. Another section of town to avoid. So why was all the money spent last year on the 13th east and 94th south intersection which snarled traffic in that area for months? I continue to be amazed at how these projects get hacked together. Spend money then next year tear it down and spend more money. Who does your planning? UDOT? I do not get it. AND if Sandy is in the spending mood why not synchronize the traffic lights on this project. Those who drive that section of 13th east know that you can plan on stopping at EVERY light wasting gas and polluting the air. When will we ever see sane management and planning of these road projects???

I driven this section of 1300 East everyday for 4 years, over that period it has been under constant construction with detours and associated traffic delays.
It's beyond my understanding how a single section of highway can be under continuous construction for such a long period of time without any apparent benefit. I can guess that the previous work was for utility work, but couldn't that have been put off until the road was being reconstructed?

Re all the collisions/accidents - hope they will now have left-turn lights at the new intersections. They really help, and Utah is still lagging behind other places in installing them. I have seen so many accidents at intersections when people were trying to turn left. Now - if they can just find a way to stop people running red lights too ----------
