Is it just me or is this something that should've been clarified BEFORE this religious law was passed last year? Why does the AG have to clarify an important part of such a controvertial law months after it's passed, when the legislature itself didn't make this clear? To me that says this law is not only irresponsible, it's been passed without enough careful consideration for a lot of important issues, among them whether or not it's going to be mandatory, which seems huge.

Of course it's still mandatory for the taxpayers.
