Hmmm. . .we've got budget shortfalls and at the same time we want to increase corporate welfare?

Remember the old saying -- "you have to spend money to make money." You eliminate budget shortfalls by bringing in more tax revenue. One way to bring in more tax revenue is to bring in more movie production. So giving a competitive tax rebate to the movie producers is completely necessary, because if Utah doesn't give them a tax rebate, some other state will. "Half a loaf is better than none."
